iMerit's candidate guide says verification must be completed in the same country as the submitted ID. It compares the declared country, ID country and IP location.

The guide warns that VPN/proxy use can cause location errors and rejection. This is a verification rule; it does not define citizenship, residence or permission to work while travelling.
